so once you make it upright save it like that,then after saving it go back to oekaki and go to your saved art and then when you post it after you second save it should work
i am bad at explaining things sorry if this doesn't make senses.

Create a new layer and just make it completely black or some other colour you'd like. Then search for the layer's opacity slider. It should be above the list of layers. Slide it to something like 30%-50% it should look like in your example.

Is there a way besides what was given on the front to make an image transparent?

is there a way to upload a drawing i made off the computer on to the oekaki so I can color it in/ use my own line art?

The only way to use your own lineart in Oekaki is to draw it there. Art made on other softwares belongs to the boards I've linked above.
