They were originally released in November 2008 with the rest of the card litter.Back then, it was announced that they'd be one of the rarest outcomes on CS.
Some people got a joker back then, others got a card pup at December, 18th [2008,2009,2010], which grw into a Joker dog.
Anyway, good luck finding one ^^
