The latter. Scat knows exactly what he's saying, so there's no real reason for him to see himself as speaking too quickly.

Absolutely. He's grown up being generally isolated, so talking to himself (that is, quietly and quickly) is standard for him. There's a reason all these thoughts keep floating in that Asterpaw didn't have.
