I could be wrong, but I'm pretty sure he's been uncommon for a while. I don't believe that he turned uncommon in this update.

I could have sworn he used to be common.
The white version of this guy, is still common
and I used to hoard these both. I remember
he was common at the time, and this wasn't
too long ago? I could be wrong though uwu

Correct me if I'm wrong, but i think this guy just turned very rare. I remember him being rare when I traded for him and all I payed was a 2010 rare and uncommon. (Sorry if some one already mentioned this, I searched but nothing came up.)
