does anyone know how to turn the canvas, so its greater in height then the length of the width and keep it that way? sorry im really bad at explaining this so...

    First, you need to have version 2 of chibipaint. You can switch your versions here! After you've done that, use the canvas rotation tool to flip your canvas vertically. It should snap into place, and it will stay like that when you post it.
I am not very active at the moment due to busy season at work. I may take time to respond to trades/messages.

I can't get oekaki to work. On chrome, it doesn't work and on firefox, it crashes the window. Help?

    Oekaki will not work on Chrome, since they dropped java support.
    For the Firefox crashing, is your java up to date? That can cause crashing.

This depends what you mean by 'glowing' effect, the easiest way I know is to take the color layer and then duplicate the layer. Box blur the duplicated layer (I'd say about 10ish should suffice) and then change the layer effect from Normal to Add, if that's too bright try Soft Light or play around with it until you get an effect you like best. ^^

    Also, using the airbrush tool (fourth one down the first column) makes a nice soft stroke, that could be used as a glow effect if the color is bright enough c:
