Good question! Plumies history and appearance can be fond on this link for a more accurate explanation. Link You can get a Plumie from open adopts held by the forums artists. When trying to adopt one there is no certain chance you will get one. Since Plumies are a closed species you cannot request a costume. In order to get one you need to enter for a chance to win an adopt.
