Cages are always rusted during Halloween-
its a seasonal thing.Like the past Christmas one(s) had decorated cages that were Christmas-y
(these are cage(s) from the past- don't fret!)

Like, you find a normal banner- you click on it- and you get that new banner pet- like the Skull Friend(s) banner items
