It means when one of them either decline or confess a pup, it means that the other one is the other staff's one!

I'm Pretty sure that is Fiery Gatoh's
Considering it says "totally not Fiery Gatoh" above the tail
and it is very not like chia to not go all out. This dog isn't Chia's style.
I still stand by the wip pup being Chia, too.
