I believe that most staff litters (not sure about the first one) are all released at the same rate. A normal litter has a predetermined ratio of outcomes, set up when they are uploaded. A litter may consist of 3 very commons and one uncommon, for example. The 3 commons were programmed to occur far more frequently than their uncommon sibling.

As far as I know, staff litters are all set to release with the same ratio from one dog to another. Some are harder to trade for due to user-generated demand, but none are actually rarer than the others, unless there was a mass-deletion of a certain outcome. im a sneaker

Although this can be changed over time as Rarity is calculated not by how many exist total, but how many exist in active accounts. It shouldn't change too much though.
