If you like the more goofy/crazy/random parts of Ouran, I would recommend Hetalia, since it's a very goofy and random anime. The characters are personifications of countries (like country stereotypes, only they are the actual countries). There are a lot of inappropriate jokes in there though, so you'll need to be able to handle that (I actually quit watching Hetalia at one point, because I thought something in one of the episodes went too far and was offensive, but then later I realized that just because I hate one particular detail in one particular scene doesn't mean I can't like the series as a total, so then I continued and enjoyed it ^^).
If you would like an anime with a nice balance between funny and emotional moments (so I guess more like the later episodes of Ouran), I would recommend Fruits Basket. Like Ouran, the main character is an ordinary girl who ends up in a weird situation with several interesting male characters: she runs across a family who live under a curse. The anime is about the effects of the curse on the different family members and how Tohru (the main character) helps them.
The only drawbacks of these two recommendations is that you asked for good female characters, and both of these animes have more male than female characters (especially Hetalia), and at least in my opinion the male characters in both of these are generally better than the female ones.
The fourth anime I've watched (after Fruits Basket, Ouran and Hetalia) is called Barakamon. It's about a guy who takes his work as a calligrapher too seriously, and after he punches a man who insulted his work, he is sent to an island, where he meets a family with a lot of crazy children. This anime reminded me a little of the French film Bienvenue sur les Chti's

@padamoose - nothing like OHSHC, but if you're asking about awesome female characters, there's no anime I recommend more highly for that reason than Gatchaman Crowds.
It's basically about how an alien trying to protect earth from other aliens has given special powers to a group of young people to empower them to save the world themselves. It's almost got the feel of like Super Sentai/Power Rangers. But way more character driven. The character development is amazing. Especially the protagonist, Hajime. I remember watching the show being shocked because she was just so well developed. She wasn't a damsel in distress, but on the flip side she also wasn't some tsundere jerk, which I feel is usually the way anime directors try to handle a "strong female character" - but while she's the strongest and the leader of the team she also sees the best in everyone, she is kind even to the villains, she never doubts herself or doubts her decisions. And also she loves stationary and papercraft which is important to me xD
The second season is coming out right now, and there's a new protag with Hajime whose name is Tsubasa. And omg she is also extremely well developed. Feisty, determined, impulsive, and with a strong sense of right and wrong. Gahhh I just adore these two. I can't wait to see how she progresses in the story.
The director Nakamura Kenji is a genius I s2g.

it really depends on your personal style for this one, I liked it, but I think there were some moments in the story that I didn't like. There is really beautiful music in it though.
If you try the first episode and you think you will like it, you probably will.

I have. I really hope they make a point to this series before the 11 episodes are up. BC then you'll get people begging for another season and that isn't really an eye candy read.

OooooOOOOOoooh this sounds good! (literally nothing makes me happier than a good female protag because they are so rare ;u; )
Now, to find the time in between exams to watch all of these shows...

Who here has seen The Devil is a Part Timer? It was one of the best animes I've watched in a while, not too heavy and dark but still puts thought into the characters.

@kaprai - The Devil is a Part-Timer is one of my favorites c: my friends and I cosplayed it at our last convention. I think a lot of people on CS are fans, from what I've seen.
It was so freaking funny like the entire series I was laughing my butt off. It's one of the anime where I think the dub is actually better than the subtitle version just because hearing all the sarcasm and mocking tones made it that much funnier. XD
