It depends on what the GIF is. If it's from an TV show/movie it's okay to use. If it's an artistic GIF made by someone then it would not be free to use unless it meets the requirements listed on the front page (i.e. under a Creative Commons license, or something that you've specifically gotten permission from the artist to use).
