If you look under the image, there are two white buttons with pink text that read; "Post Reply" and "ColorMeIn," and you'll want to click on the "ColorMeIn," button. You must also have the latest Java version installed, and have it enabled, in order to use oekaki.

There is a color-layer within the image (once you hit "colormein" and the layers load), which you can color by selecting and using the coloring tools. You can keep color "in the lines" by selecting the color layer, and hitting the box next to "lock alpha" above the layer toolbox.

I would provide a visual guide, but I'm afraid I'm unable to at this time!
