He did survive the bite at least long enough to get to the hospital, as evidenced by the IV/flower easter eggs and the sound of a flatlining heart monitor at the end of the minigame on night 6. Phone Guy didn't mention how long the victim lived, just that he was amazed anyone could live without their frontal lobe at all. As for the TV, I've seen speculation that 1983 was the establishment year of the restaurant. It makes sense. After all, there isn't really much of a reason to just randomly put the current year on a commercial if it's not significant, especially since companies will often air the same commercial for several years. I've also seen people say that it's not a commercial at all, but a rerun of an old TV show (it was titled Fredbear & Friends, which as far as we know is not an actual restaurant). Either one seems equally plausible to me. Given how nearly all the teasers referenced the Bite of 87 for this game, it'd be rather strange to just toss that out the window and show us an entirely different event instead.

Certainly possible, but I highly doubt it. Scott has demonstrated he cares enough about the franchise that I don't think he would sacrifice the story just to make a quick buck. If he really wanted to make more money by extending the lore with yet another game, he's shown he's a capable enough storyteller that I don't think he needs to resort to that kind of poor writing to open up a new chapter (heck, that's exactly what's happening with the movie right now; a new story).
I'm not saying the "Bite of '83" theory isn't a possibility, but after Scott teased us so much with 87 that kind of bait-and-switch would be really disappointing for what was meant to be the end of Freddy Fazbear's tale.
The only piece of the puzzle we have left is the DLC (and possibly the box, if the two aren't already connected). I'm keeping my fingers crossed that it'll shed more light on the mystery but we'll just have to wait and see.
