I dont know their part of a carnival and carnivals have candy, plus if a carousel horse was made out of candy it would look adorable.

Just ask yourself, what do pets have to do with candy, they dont have anything to do with it but all the pets are candy themed so if a carousel horse was candy themed it would fit right in.
