you have every right to say no, considering you own the character
i'd personally just apologise and tell them that, no, they're not allowed to use one of my OCs - even if it's just for a ref of a roleplay

First thank them alot for asking, I play on other game sites and one runs rampid with using other people's art/characters for roleplays without permission and it drives me personally nuts. So thank them for taking the time and consideration to ask you because that is rare.
Then if you are uncomfortable with it, kindly say that you would prefer they dont because it makes you uncomfortable and suggest they use Stock images.

I wouldn't allow them to. I'd kindly say sorry but I don't want them to be used by anyone other than myself, and then thank them for at least asking. Just be sure to make it clear that they aren't allowed to use them.
