My friend had been told that because she don't shower all of her characters with art that she doesn't love them all and that she don't deserve to keep them. So, do you believe that a user has to shower all of their characters with art in order for them to love them all?
Nope. I do believe a character should be used but art isn't the only way to use it. RP, Stories, Random daydreams that she makes up in her head, to love an adore.

How do you come up with names for your characters? Do you use a name generator? Choose it based on the design? Choose a random one that you like?
I generally go based on the design something that means something that goes with the design. Or something just pops in my head.

I bought a character from a user with points and later down the road (3-4 months) went to re-sell it for much cheaper than i bought it. BUT i got contacted by the original artist (whom i couldn't track down/the user i bought it from didn't tell me) and got told that they are taking the character back because they have a strict "no re-sale" policy. Now, i've contacted the person i bought it from and they refuse to give me any sort of refund. And i've contacted the artist and explained the situation and they have agreed that what the user did was wrong, but that they are in no way inclined to give me the character or any kind of compensation for my loss of points. I honestly don't know what to do because it means i've pretty much just thrown those points away... so can i get some help please?
I personally hate re-sale rules. If I was you I would asked that sense you had no knowledge of the rules and are being cheated out of your points that you get to keep the character though now You will have to follow the no re-sale rules

What?! No, not at all. People use their characters in all different ways (ie. rps, offline art); so just because someone doesn't collect a lot of art for their characters doesn't mean that they don't love them. They just have a different way of loving their characters and that is perfectly fine.

Usually a random name will just come to me. On occasion I will get a character that I just don't know what to name so I either wait to officially name them until a name comes to me or I search around on name sites or name generators. c:

i was thinking of sketching something up real quick.

But i was wondering if anyone would be willing to line and color it for me? ;o;
They'll be busts of two canines and a feline (though it may change). The characters aren't complex, i don't think?

without color of course, i may try a more relaxed/cartoon-ish style.
i can pay in pets, pixel art, and possibly points. Will even consider character trades.

but i've been trying to focus on proportions and anatomy so much i can't seem to get it right if it isn't realistic xD
which is why i can't wait to be able to afford a new tablet so i can play around with styles with ease.

If you want to take a legal stand-point, YOU own that character, as you can't sell someone a lamp and say they can't re-sell it, because it is no longer the seller's property. I hate re-sale rules for this exact reason. I would try to be nice to the artist about it, but if worse comes to worse tell them they have absolutely no right to take back something they sold away the rights to and keep the character anyways. Because in reality, they DONT have any rights to take property they sold back.
