It's actually unfair to them
The bottom adds up to 29 '09 rares and the top adds up to 32.
Demand is user-based so its established by the players involved. ^^

The 20C$ is enough for an late '10 rare. Their side adds up to an mid-ish '09 rare which your side does not add up to. ^^
