As a Starclan warrior, the cat is dead. Dead cats can't breed.
If you had a litter pending before today - the day of her death, that is between the artist doing the litter and the owner.

Oh well. I would also like to clarify on a rule: can you use DawnClan cats in fanfiction as long as they follow all the rules concerning DawnClan warriors (since Lightflower never bred she would never have a litter)?

So because of the new changed rules, the story would have to have only DawnClan cats in it, because DawnClan cats can no longer be roleplayed or written about in other Clans. You'd just have to get permission from those cats' owner. And as of now DawnClan is the only Clan where they live so there couldn't be other Clans.
And if you have a litter pending it should still be done, but only if it was going to happen before the cat dies.
