They've always been there, in the corner of your eye, that thing you thought you saw... That was just a friendly, finned friend, swimming around on another dimensional plane.
Their teacup acts as a sort of multi-dimensional portal, and the liquid is like their water. Don't be fooled by how small the container is; just like the TARDIS or that one tent from Harry Potter, it's 'bigger on the inside'.
