Users can make practice orbies. But if you do make practice orbies, you can't keep them, give them away, FCFS them, contest, raffle, ect. If you do become an artist you can do all of the stuff listed.

Correct, if you want to become an artist them you should start making practice orbies. When the time comes quill will open the artist form and choose who will become an artist.
