It sort of depends. Is this artist known for being reliable with finishing on time? If so, they may have just forgotten. A gentle reminder could be in order.
Remember though, sometimes IRL stuff happens, and art for people on a virtual pet site tends to be pretty low-rung when someone has a lot of stuff going on (or if they happen to take commissions elsewhere for real money) so that could be going on too. Like I said though, a gentle reminder shouldn't hurt.
