The only thing for Dorak and Gwen that would be a big problem is that if the scientists figure out how close the two are, It could easily be used for leverage to make the hybrids do whatever the scientists want on threat of hurting the other if one doesn't comply.

Yeah, I know. I'm actually planning on becoming an apprentice to a falconer soon ^3^
So, this is what I got. It wouldn't be possible to train a hawk like a homing pigeon, although they can be trained to fly from one place to another. The only birds of prey that live in the Mojave are American kestrels and red-tailed hawks. If Dorak were to catch a fledgling hawk or kestrel, he could train it to fly from his main camp area to an area where Gwen and he decide on being a good point for the hawk to land, preferably Gwen's camp. The only problem is that birds of prey don't typically fly long distances, so their camps would have to be fairly close.

in theory they could...but only if the person the the message was for was in the same general place, like you said.
Dorak and Gwen would probably have camps as close as they could without being shocked, which hopefully won't be more than a few miles, which should be easy enough for a bird to fly.
