I saw some editable oekaki with this idea and Liked it. I wanted to do the same.
So here's my character creator. Only a girl for the moment.

You can find the different outfits, hair and accessories on the layers in the file. They are put in the correct way, you just have to choose the layers you want to keep and color it (on a layer under the lineart layer.
I will add some other things if it becomes popular, but if you need you can make your own hair, outfits or accessories.
