according to this announcement, that is fine, since it is not wishing harm on another or asking people to copy and paste it into their own signatures. i think there was another announcement awhile back about chain messages, but since yours does not say "copy and paste this into your signature if you are the 1% who would love a dragon forever", it should be fine.

There is already a rule about that, Jumpscares/things of that nature are considered inappropriate. :v You should prolly report whomever had that in their signature.
