I think if Veneziano was ever put into that kind of situation, he would defend himself when deemed necessary - for example, when somebody comes at him with a knife, he would attack back. I mean, he's not incapable of being violent. I can see him killing when it is absolutely necessary and there is no other option.
He does not like the idea of the Hunger Games due to the violent nature of it. So, when he is placed into the game, he is scared out of his mind, but he knows that he has to kill in order to survive. Veneziano is also scared of dying, so? He'll try his hardest to survive, which would include killing. However, that does not necessarily mean he enjoys it (also, I would assume the others despise it as well). I think, though, because of his distaste towards violence and his cowardly nature, he would be hesitant to raise a weapon at somebody, especially if it is a country he is very close to, hence the reason why he wouldn't last long in the games. Maybe when he killed Romania he freaked out and couldn't do it anymore. Or, maybe Germany helped him because they formed an alliance.

I guess this was more of a headcanon than anything, but hey. I can see how he has a kill.
