Kinda, the image is just a example, I will make a completely new design, including new lines, the form is so that you can describe what kind of design you'd like, I'm terrible at explaining, ^^

Palette: Actually I favour colours that are black for the base and neon red/blue for the markings
Species: Canine Dragon (Has Horns curling downwards from head to it's ear)
Gender: Male
Accessories: (optional) One of the paws are skeleton(don't know if this counts), has a skeleton band on its tail and bandages at it's hind legs.
Characteristics: (optional) Silent and calm. Always a poker face. Hard expression. May be very fierce and defensive if felt threatened. Actually shy in the inside and kind.
Hobbies: (optional) Loves finding the remains of dead animals. Like fossils from thousand years ago. He collects them and make them as decorations. He also likes sneaking out at night and looking at the stars.

For payment side, would non-WL very rares work for you?

Palette basically means a assortment of colours,
But i can work with this, i'll try to make it skull themed. just send a trade over with I'd say 7 rares, that's about how complex its going to be
