Considering 10 is a minimum size for a school and generally schooling fish do and look better when there's more of them, so maybe 20? Depends how big they would be, if small then maybe little more. Maybe get like 10 first and then add another 10 after the first ones are settled.
I think most 'slim' tetras are not fin nippers, but if I remember right some of the wider build(such as black tetra) might be, especially if kept in too small school for their liking. So check around before you buy to be sure the species you selected is not a fin nipper. Few tetras are also bit too big/active for 70L, but not too many, so you really have good bunch of options. Cardinal and black neon tetra are at least safe to keep with bettas as far as I've heard.
But there are really many species out there that could work. :) Though some might be not as easy/common to find, but at least where I live most of the stores can order certain fish for you as long as it's found on the stock list.

Hi, River again, sorry... Um, I know Barbs are okayish with Angelfish, and that tetras would be another reasonable (though not highly advised) grouping fish for them, but what other "grouping" fish would be compatible? I just want to know my options so that I can get the best choice possible. The thank they'd be in would be my 30 gallon tank, and I'm working on getting a submersible heater, and a better filter (I currently have a Stingray 15 in there), but I'd like to know what my options are for such a small tank. I already found out I need to have at least 2 angelfish, but I'm afraid I don't know much more than that, 'cause the websites my Mum and I went to are all very vague when it comes to proper angelfish environments. :/ Even Pisces was terrible. They didn't even tell me that Angelfish need to be in pairs, or that they were Semi aggressive fish!

The snail didn't eat the zucchini.

Is there anything he can eat before I go out to get some algea wafers?

I feed mine my snails kale and spinach because it helps them get enough calcium.

I set up my little 2.5 filterless tank! Probably putting shrimp in it but I'm playing by ear. I know shrimp filter feed so I've been thinking I'll feed them after taking out a little water. Like I'll pour the water back in with the food to stir up the water a bit. Still uncertain too.

There are two guppy fry I snagged from my ten gallon to help start cycling it but I want a few more. Seeing how many come out of the woodwork in the ten XD

Proud to say that everything (except the moss ball which is from an old tank) was found/made by me. I want for a walk by lake ontario and that's where I got all the rocks and drift wood. The java ferns are from my ten gallon (I have a java fern that's about ten years old and about the size of a kids soccer ball in there and it shoots of new plants all the time).

Hoping they root nicely into the wood bits I set up for them.
