Since Eevees have a higher male gender percentage, I'm going to make this guy a male. A super manly fairy-guy.

Sylvan's charm is a Whipped Dream. Though a Whipped Dream is used to evolve Swirlix in the games, I figured its relation to Fairy-types would make it a wonderful charm for him to have, and it fits his talent rather well.. His charm is located at the base of his tail.
talent;;
Sylvan has taken a knack to making tasty treats. He absolutely loves to make wonderful, delicious things for other Foxerflies to eat, and he's rather good at it. He normally makes his treats to resemble foods given to Pokemon and people alike in the games and the anime. Sylvan even owns his own restaurant, and his menu is quite extensive.

Loving
Pokedex entry for Pokemon Y: It wraps its ribbonlike feelers around the arm of its beloved Trainer and walks with him or her.
That's pretty dang cute, and it shows just how adorable and cuddly Sylveon is. Looking over this Pokedex entry, I've decided that one of Sylvan's personality traits is loving. He finds it easy to grow attached to others, and is never afraid to show his affection towards his friends.
Friendly
Also going off of Pokemon Y's adorable Pokedex entry, and the stereotypical views of Fairy-types, Sylvan is a generally friendly guy. He loves to chat with others, and he's a total social butterfly. He's nothing short of a gentleman, always being polite around others, and never doing anything rude in anyone's presence.
Tough
Sylveon's Special Defense stat is base 130... That's one tough Pokemon! Because of Sylveon's crazy Sp. Def. stat, I've decided that Sylvan is tough as nails. He can surely take a few hits, though he may not look like he could on the surface, and he sure doesn't act like he could.
Clumsy
With all those ribbons hanging around, I always thought it would be hard for Sylveon to walk around without tripping over them constantly... And that's where Sylvan's clumsy trait comes in. He's always falling over, dropping things, and running into stuff wherever he goes.
Reckless
I've always seen Fairy-types as reckless in battle, though I'm not sure why. They usually seem to have enough HP or defense to survive tons of recoil damage from attacks. Sylvan tends to be reckless as well, usually acting without thinking about the consequences. However, he'd never do anything particularly bad to get consequences from, but he does often get embarrassed because of his choices.

Starter
My favorite starter is tied between the Treecko line and the Cyndaquil line. I love them both, really, and I find it very hard to choose between them both.
Region
My favorite region is Hoenn! Gotta love the Hoenn~ The gen three remake was what made me love it, really.
Eeveelution
My favorite Eeveelution would have to be either Flareon or Jolteon. Jolteon is just kind of cool (it's a spiky electric porcupine... That's pretty awesome), and Flareon is adorable, but it, unfortunately, isn't very good to battle with due to its high attack and few physical moves. </3
Type
My favorite type is a tie between fire and electric... So you can guess that I hate ground-types.

a lot, the colour
