Your tanks are extremely overstocked, feeder goldfish need 75+ gallon tanks and betta need more than a jar.
Honey, it's in the stars
And you're my everything from here to Mars
And every word I say I truly mean
Dear darling, I hope I'm being clear
'Cause there's no one like you on earth
That can be my universe

Fin rot is a water issue, water in smaller uncycled containers is counter productive since waste builds up more quickly. A tank that is properly cycled and water changed everyday is a healthier environment.

Considering feeder goldfish can grow 12-18 inches.. Yes. You have baby goldfish, they grow very large very quickly. Healthy goldfish grow about an inch a month the first 5 or 6 months.

What kind of goldfish do you have oh deer? I had a red veil tale gold fish in a 30 gallon tank for several years, and he only grew up to 4 inches long in body length. His tail included he was closer to 8 inches.

@peachfuzz I clean her tank once a week... Which I guess isn't enough. I do have a live plant in there though, and if she has any uneaten food I usually take it out.

Now, I have one last question.
So I am in college and we are not allowed to have huge fish tanks, just little tanks about http://www.petco.com/assets/product_images/0/015561133524C.jpg not much bigger. I will have to check the largest tank size that we can have, I don't want to get in trouble. Anyway, what should I do? I love my fish and want to keep her but I also want to make her happy as possible.
I know for a fact I will check to see what size fish tank we can have because if we can have a larger one then I will get her the biggest one possible. Their main reasoning behind big tanks is they don't want people sneaking in snakes, lizards, guinea pigs etc.

Most college dorms that allow fish will at least allow a 1 gallon tank, which would still be better than one of those mini betta tanks.
Definitely try to up the amount of water changes you're doing.
There are heaters available specifically made for small tanks and bowls that shouldn't be too costly.

Cool, I will definitely get her a bigger tank. The biggest one I can get without getting into trouble. Next year I will be moving out of the dorms though and I will invest in a larger tank.

Anyway, one last question. So because I live in a dorm, during breaks I need to take my fish home with me. I usually put her in that little bowl with the lid that she came in for the car ride and then transfer her to the tank when I get home. I have no one to watch her while I am gone for breaks... but I mean will a car ride kill her? Like I live 4 hours away from my college and have taken her to and from school at least 5 times now. She seems fine but I mean I am sure that isn't the best thing to do... Any suggestions?

So, I've finally brought home a 70L fish tank.
After the tank is cycled I'd love to get a male Siamese fighting fish (betta) and I wondered what fish I could have in the tank with him, and how many? Thank you for any help.
