My opinion on the addition of that rule is that it should be up to the person who creates the roleplay. Sometimes people know that they are going to be online a lot for the next week or so and want something that will move quickly. They should have the right to say that if you don't post you will get left behind.
On the other hand if I started an rp right now I would have to ask not to be left behind because I work 8-5. I also have afternoon meetings most nights this week. So I would want a rule stating to to leave me behind. That would slow the RP down a lot, but that's the person who created the roleplays choice.
I don't think it should be a required rule. If people want that rule they can add it themselves to their own rolepays.

You can, I think, but most RP creators don't like it. It's inconvient because then the charrie's name isn't used, so the other RPers don't know who's name to use.

In terms of the getting left behind thing, I was thinking of creating an RP and having a rule that you can only post once per day, unless every currently active (within a week or something) player has posted already in that day, and then you can post once more. It would literate of course so that the posts would be longer and would matter, and it would be more convenient for people who are in different time zones or not online a lot.
Also I was going to have rules saying that if you are inactive for 5 days or something I reserve the right to leave your character behind or say something small happened to them, (in case someone is in the middle of a convo or battle with them or something, in order to allow the other person to move their character on to something else), like passing out, that would make them inactive until you come back to the thread. I know this is technically controlling their character, but since it would be a warning in the rules, would this be allowed? I've noticed sometimes it can be a real pain if your character is involved in something with another character and then the user controlling that character doesn't post for a while. It means you're basically stuck, with nothing to RP. I'd actually love it if some people did that for my characters when I'm unable to get online for a while, lol.
Hmm...RP creators aren't allowed to Godmod are they? Or can they do basically anything since they created the RP?

I just found out that it is against the rules to PM the over PG13 (more graphic) stuff. Not that I was going to, but I wasn't aware that it was in CS rules. I know some sites have rules that state you cannot suggest that people "take it to PM." I also didn't know the mods could see our PMs and that the content of them needs to be PG13 too. So I learned something.
And as to the no detailed mating thing on the thread itself, that is implied by the PG13 rules I believe.
