For countries couldn't it be that everyone was at peace, then the "Cold War" started and a couple developing countries started to threaten people, so now what's left of the UN is gathering all the hybrids they can, along with criminals, orphans, spies, people they don't like, and the surplus population? This is just a random idea, but if this is in the future, then it will definitely be getting crowded.

By the way guys, I'm sorry for not replying yet. I keep opening up the roleplay, and then I lose inspiration to write. Plus I'm tired and frustrated from struggling to download LoL so... e_e

And I don't know- unless they were heavily protected by something, a lot of hybrids would look for any opening to attack/kill the scientists, that's why they send out the domestic hybrids. They're stronger.
For right now, you can have your scientist come deal with Victoria. Fox hasn't replied in a while and she's stuck threatening his scientist.

No one is ever 'at peace' but it could be there where no big wars
The problem with it just being the UN is there are countries within it that are neutral/ have beef
For instance the Nordics. Denmark, Norway Sweden Finland and Iceland. Denmark- neutral, they only faught in WW2 because Germans invaded. But Finland has a MAJOR past with Sweedn and Russia trying to claim it so they kinda hate both. These are not 'scary' countries that people worry about but they are all in the UN. Also it wouldn't just be Europe. To do something as horrid and immoral as experiential on humans it would take a global disaster to even get the ok for this.

It's a bit more complex than just. Oh! Stuff went down everyone band together. But it would be over populated

It would most likey end up being USA VS Russia to start it. Cominist and countries that fear/ hate America would allies with Russia and America would be doomed turning to unuthical and illigal experimentation. The creation of Chemeras is illigal and that's animals, not humans
