I don't really know FreeForums or PHPBB, but if there's a theme/plugin library, I'd recommend looking through it, you never know, someone might've made something perfect for your forum!

I've been working with FreeForums for some years, and they are awful plain. But I am not that... ah... techy So i guess its ok for me
