I've checked with Night, and I do know that they have a chimera Kea up for adopt right now, so I'm assuming chimeras are allowed, and he is very rare.

Yes, Chimeras are allowed but their pups can not be chimera. They have the rarity of very rare, if paired with any other rare traits, it bumps it up to Extremely Rare.
