EDIT: Actually, what I have is the Pikachu colored Pichu, and I haven't gotten the Spiky-Eared Pichu yet. xD Whoops!

I have SoulSilver.. I am trying to figure out what you do after you get the 7th badge.. It says you have to find the Director in the tunnel, but I cant find him.. I've searched everywhere in GoldenRod City..

you have to get a key, and go to the tunnel into a hallway and enter your key, that is where he is
