He's accepted, as for his passive, hm..well, I've looked up the Pokemon in Bulpapedia and Keldeo's Pokadex entrie repeatedly highlight his speed/jump, as well as his ability to walk over water. A passive ability of his could either a heightened physical aspect{super speed or super jump} or perhaps the passive is the ability to walk on water?
