Here's something I was thinking about the other day. Obviously you can do whatever you want since it's your tree, but here's an idea.
If toshiro's power were to originally be water, the traumatic experience of watching his parents die could chill his heart, causing him to freeze the water into ice. Just a thought.

Also the Shiro part of his name means snow in Japanese which goes with his white fur.
