yeah that is what I was thinking, because then some one with descent art that is too ashamed to call it hq would be stuck with people who one give like 2 pieces and they give like 10 .. ;//v//;

^ That sounds a lot better. There's people who put a lot of time and effort into art but it still doesn't look the best/what they want it to look like.
The thing with deciding high quality/low quality art/medium quality, someone can get hurt. You have to draw the line somewhere and looking at someone's art and saying "eh, it's medium quality" just doesn't seem like a nice thing to do.

Oh yeah, tiers would be based solely off effort/how much you want to be involved! Like person A might want to just doodle a thing or two, so they'd be in a more "casual" tier, while person B might want to draw a whole lot and order lots and just make a huge bundle for their person, so they'd be in a more ""intense"" tier. It wouldn't be like person A has "good" art so they're in a different tier than person B who has "bad" art, since art's "goodness" is really just in the interpretation and anyways that's awfully rude xD;
and oooo that sounds neat xerberus *v*

personally I think that if the tiers are based on level its more fair as you are getting a product equal to your own. Its like a basic bartering system. Don't get me wrong, mixing artists is fine, only when someone puts hours of effort into their pieces and it looks incredible and they are paired with a base artist who spent a half hour at the most its not exactly fair. This is a problem I have run into in the past and dont wish to repeat. If the sides aren't even I wont be participating :/

Yes, I understand not wanting to be paired with someone who gives you small doodles and whatever, but tiers open a window for the whole event to turn elitist real fast. With the amount of drama that could happen, it's easier to just go with what Char said.

There should also be something to fall back on, too, so if there's artists that are willing to do additional art for those that didn't get their gift or not a fair one, that would be nice too.
Maybe the amount of art for backup artists could try to be equal to how much the person gave?
