I have a feeling that the banner pups aren't going to be as rare as many people think. I see bids of rares, even store pets and I'm just thinking that those people might regret that. There are already a lot of them on the game, so I'm thinking they will be uncommon or something. Not very rare at all.

I have to agree with this.
Maybe one of them might be rare, but, last years banner pets were both uncommon. The last time they were rare was in 2012, when there was 4 of them. So I'm going to say at least uncommonf for both, maybe only one, depends.

Let's extend Halloween up to half of November! More tokens, pets and items!
