To be honest I don't even see the point of a limit. Having a limit doesn't really help or hurt anyone. The people who are behind aren't going to be impacted by the limit, and the people who are ahead aren't really going to be either. I mean, yeah, normally the limit put in place gives more than enough tokens/pets/items/what have you so that everyone gets a full collection, but then there are people who like to hoard certain outcomes, which means they'd need more tokens. Which I don't see a problem with, honestly.
I guess it effects the rarity of the pets? I dunno. Nobody wants every event pet to be an VC or OMGSC, right?

For banners specifically, the main thing is maintaining fairness to all members so that those with lots of spare time for token-hunting don't get a massive advantage over others, but also to keep rarities in control and to provide a limit on the amount of time people can spend hunting for banners instead of, say, doing homework or sleeping. This Halloween, people started hitting the first limit of 200 tokens only four days into a fourteen-day event, so if they'd continued at that pace without a limit, they would have ended up with about 800 tokens by the end. This would trash the value of any Halloween pets by allowing people to adopt huge numbers of all the pets - limiting the token numbers helps keep value in the pets for future trading. The token limits and amounts required to get pets are balanced based on the estimate of how many tokens will be found in total, with the aim being to allow enough for everyone to get the pets/items they want while keeping a relatively high rarity in total. People would be far angrier about spending two weeks hunting banners only to get pages full of OMG so commons than they are about hitting a limit but ending up with Rares - some already feel cheated of their time if token pets turn out 'only' Uncommon, and without a token limit, Uncommon would probably be the highest rarity going for them. As it is, the time you spend hunting or trading for tokens gets you something of value at the end in the form of rare pets, including extra rares for trading or gifting. The limit also gives the tokens more value during the event - many people forego the Halloween pets/items almost entirely and trade off the tokens they gain for older or rare pets.
The rarity of event pets and tokens gives a big boost to newer players especially, as it's one of their best opportunities to get pets that might otherwise be out of reach to them for a very long time. With the limit, members can trade their event tokens in bulk to get VRs and '08/'09 pets if they choose, as the tokens have high value to other players specifically because they're limited in total number. Taking away the limit would be greatly reducing those trading opportunities, as both the pets they adopt and the tokens they find would lose almost all value - what slight benefit they might gain in increased gifting of event pets (which would likely be Commons instead of Rares now, remember) would be entirely negated by the massive loss of opportunity at gaining those hard-to-get older rares.

If I hadn't read that last night I'd be agreeing with you, haha. Makes sense why they do it though, so I won't complain. I just wish they...advertised it a little more? I guess? I dunno, not everyone knows about the limit, I think if it was easier for em to find out they'd use tokens more wisely.
