so I am on pixlr.com and I followed the instructions for the weaving lines till the point where you want to put the lines behind the image. I don't know what it means by 'drag' the layer across the border. help please?

Go over to the area that is circled in that step. You can literally click and drag those layer labels to reorder the layers.
