It depends on the adoptable! For some of them, I hold a raffle, and everyone who posts has an equal chance of winning because I use a random number generator. But for others, like the currently-available one, I'm looking for who put the most effort into their application, among other things, so it isn't random, but the winner doesn't necessarily have to have the prettiest form, either ^^
