I believe so. It's because you can't request "strawberry roan" in one request slot thing because in actuality, that's two requests. Its so no one overrides or cheats the system.

If you were to not request the base, the artist would just choose one from the parents. So if you bred two blue roans together, it wouldn't really matter if you requested the black base because that's all the choices. Really its just to insure that you are getting a blue roan from breeding two different bases of roans.

So since I'm breeding Sage and Samael together, I don't technically have to request the black base and blue roan gene?

You have to request roan because if you don't, then there's a chance you'll just get a black equid. If you're doing black base + black base = black base, no matter what. If it's black base + chestnut base = ? that is why when the coats aren't the same you need to say if you want black or 'chestnut', or don't put the base down at all and let the artist surprise you. Roan will always need to be asked, it's like asking for eye color or quip.
