Not particularly. Merlin is owned by the BBC, and by making the GIFs public, they are giving a right to use them.
But if not..

Yes, but Merlin is owned by BBC. It's all copyrighted anyway. As long as you say that the gif is not yours, then it should be fine.

It should be. If you're really worried find the maker of the gif and ask them if you can use it. As far as I know, the only thing you have to ask permission for is DeviantArt.
