Not going to say usernames, but this user on here has a New Zealand oc! He is already canon AND he has his own wiki/archive page! Therefore, he is canon and you can not make an oc of that country!

OMG yes. I always look to make sure there isn't a character. Though I've only ever had one and I don't plan on getting another, so I really only had to check once.
It doesn't have to be a city. There are plenty of countries in South America without official characters.

Gasp! Yes! If someone does make that I want Minnesota! Also, I asked the user about their oc and they refused (I didn't ask her to not use that oc, but she told me WAY too much information) to stop using her. All I asked was if she knew there was a canon New Zealand. Jeez, why don't you look up what countries are not canon before you make an oc...
