Hm, I heard it is "Semi-Canon", oh and in Buon San Valentino, the strip, at the end, Germany has a flash back of Chibitalia.

Later HRE lost most of his territories and practically it was only Germany. That's why later it changed name to Holy Roman Empire of the German Nation. I don't know how it was exactly so I can't explain it more xD

Eh, HRE is one of my least favorite characters. He's really far down my list, somewhere down there with France. But I kind of like Germany, so I would hate it if they made it officially canon.
I'm okay with Chibitalia... well, he's cute and has an adorable voice, but I don't know.
