I bet with "When I grow up, you'll know why" - the pup already looks a bit like a little (cute) monster with the horns, the fangs and the feet - I bet the others just had been afraid of the little one, because it's different.

Also, with the first quote - it could be that he's tried to 'see' other people (tried to empathise with people or make friends), but other pups have never 'seen' him, because he's different.

Well..on the eyes thing. They are very light coloured perhaps looks blind, so I don't think people like to "see" blind people. But it can see fine.
It clearly has a dark nose.
Its a satyr x dog - clearly neither belonging to one or the other. So rejected by both...or even just because he has no tail! What dog has no tail?
