So it makes sense if Greenland and Iceland were twins.
The history of Greenland is actually pretty interesting, especially the story on how exactly the island got its name. While the Vikings were the ones who settled and named it, it was not a whole group of them. A Scandinavian Viking known as Erik the Red was the one who first named it, and the reason why he was sent to Greenland is actually quote intriguing, considering the type of people he was a part of. Erik, originally a resident of Iceland, was exiled from his home country and was sent to this island in which he lived for quite a few years. After his punishment was over, he decided to stay on the island, but he wanted more people living there with him on the lonely island. He named it "Grønland", after the city in Norway (neighbouring city to Oslo). Grønland translates to Greenland (I think), so yes, the island was named this to deceive other people to try and attract new settlers. Even today, there is still not am extravagant number of people living on the island.
Iceland got it's name from a Norwegian Viking known as Hrafna-Flóki Vilgerðarson. It is said that he sailed to this country with his family and livestock so that he could settle there. According to legend, the settlers on the island were so preoccupied with fishing due to the abundant number of them that they forgot to prepare hay and any of the other necessities for their livestock for the winter. When winter came, all the livestock died, therefore casing the settlers to leave the island. Hrafna-Flóki, however, stayed back a bit and decided to hike up the mountains. He stumbled upon a pack ice (other sources say that he was looking at what is known as Ísafjarðardjúp) and therefore named the country "Ìsland" which translates to "Iceland". While Iceland is greener than Greenland is, Iceland does live up to its name during the winter.
Two different countries that got their names for two very different reasons.

Anyway, to relate this to Hetalia, I think it would pretty cool if there was a canon character for Greenland. He could, like, be half-brothers with Iceland and stuff. I don't even know, but I think it would be cool. Though, I don't think I would ever make an OC because they normally annoy me, oops, I'm sorry. I am just fine with the current characters uwu

That is from the webcomic, which came pit a few years before the printed manga was released. That, the picture you posted, is an excerpt from the "Buon San Valentino" strip, which was animated, and can be found online. It is an episode from Hetalia: Beautiful World. If you want to watch it, I do believe the subbed episodes are on tumblr? I know that that is where I watched them; and there is two parts to it. The picture you have is when Germany "proposed" to Italy by giving him a tomato ring that he made for him. Which can only mean, Germnay has romantic feelings for Italy, and that the Germany = HRE theory is, indeed, true (if you read the strip).
