1. Find an image you want and copy the image URL.
2. Go to pixlr.com and use the pixlr editor.
3. Use the "Open image from URL."
4. Use the marquee tool. (The one on the left side, the second one from the top)
5. Make your own border with the marquee tool.
6. Use the Paint bucket tool and pick your color at the bottom of all the tools by clicking the biggest box.
7. Once you get the color you want, click inside the box you made with the marquee tool to color it.
Hope it helps ;o;
