ummm joker basically wanted to be a ruler so he could stop corruptness and such!! however, eventually the power made him corrupt too and well yeah
agony was born as a creature of pain [or something like that] so?? idk he found it in his nature i guess. ambitious and merciless oops

What kind of villain are they? Sly and creepy, perhaps? Or maybe they're the rule-the-world type?

Logan is a mob boss. He's not very creepy but intimidating and power hungry. He likes control over others and he likes knowing people fear him.

What made them evil?

Logan was born into the crime ring but grew up in the shadow of his other brother. As Logan got older he began showing potential. Jealousy eventually led to betrayal from his brother and caused his father's death.
