How deep is the pond? If it's 6 feet or more then it will be safe with just a bit of shade. It will also be winter-safe, if that's a concern. If it's not that deep then I would potentially wait until you could make it deeper, a concern being predators snagging fish out and the fish unable to get deep enough to be safe.
Also, if it's a small pond, how many gallons? What kind of goldfish? Is it filtered (either naturally or mechanically)?

You don't have many options if you want a cheap fish that can live in a small tank without a filter and needs a lot of care. Pretty much all aquatic critters need at least a filter so you might want to really reconsider not having one.
Bottles of water don't replace a filter and that's going to work out way more expensive.
If you're willing to have a filter and a heater than a Betta makes an awesome pet and fits nearly everything you're looking for. They have loads of personality and don't need a massive tank. 2.5 gallons is the absolute minimum, ideally 5 gallons or more. You're going to struggle to find much else that can live in such small tanks. Depends what you mean by small.

They're pretty cheap and last for ages. You don't need to replace the media until it's falling apart. We've had our tank for a year and a half and haven't changed the filter media yet c:
Cost depends on where you live. It shouldn't be too expensive if you go with a 5 gallon tank. Something around $10-15 maybe, same for the heater.

Hello! I own a pond as well, and I live in the tropics. It gets pretty hot sometimes, but I've never had any problems with heating. How deep is your pond?

Hello! I own a pond as well, and I live in the tropics. It gets pretty hot sometimes, but I've never had any problems with heating. How deep is your pond?
It's about 2-2.5 feet deep. I also live in a warmer area so I can't have to worry about snow or freezing water or anything like that, it is also connected to a pool enclosure so I don't think anything can get at them unless it manages to bite it's way threw the mesh.

Not actually a fish, but check out this handsome little 5" crayfish I picked up today! I had an empty, planted+established tank set up with no fish in it, and decided that he would do quite well to make it more interesting.

He's a little beat up from being kept in a small tank with cichlids and another crayfish, but over all is pretty good! I have algae wafers, shrimp pellets, catfish wafers, and plan to pick up a live minnow for him every now and then.
Do you guys know what else he'd enjoy? My crayfish used to love corn and earthworms, but that was six years ago...would these be safe to feed him?

^^that is my blood-red parrot fish <3 I've had her and my oscar since November 2013, she's grown so much! I love her even though she ate my ghost knife fish...

my ghost knife fish history isnt good
1. never ate (died)
2. fish sitter overfed (died)
3. got eaten alive (died)
My parrot fish and oscar are ripping up my cory cats fins as well as my pleco. is that a one time thing or should i move them? it hasnt happened again for a long time now, but thats what I thought with my ghost knife then he died.

July 2017 - I quit sometime in 2014 and i'm sometimes online but I don't play games like this anymore. I'm doing well if anyone still remembers me. <3 sorry but I learned from what happened and I have moved on. Thanks to everyone who dealt with me. *thumbs up*
